RADIOHF - Ham Radio Control box ? Help ?

Ham Radio mystery box ? Someone knows what this is ?
$33 delivered - check, Zelle, PP FF ok.
This switchbox came with a huge load of Ham Radio gear.
You can see what owner was trying to control by his labels.
Maybe the inside board is a CW keyer ?
